Prarthana Kashikar is a technician in biology professor Julie Oxford’s biomolecular research laboratory at Boise State University. She started the position more than two years ago after earning a master’s in biological sciences, though she also has undergraduate and graduate degrees in microbiology and chemistry from Devi Ahilya Vishwavidyalaya Indore, a university in the Madhya Pradesh State of India. In studying birth defects, arthritis and osteoporosis, Kashikar is working with everything from stem cells to zebra fish.

State University Of New York at Stony Brook was founded in 1957 as the State University College on Long Island to educate secondary school teachers for science and mathematics. Near about 100 students enrolled at its beginning. Stony Brook University (SBU), is also known as the ‘State University of New York at Stony Brook (SUNYSB)’ situated in Stony Brook, New York (on the north side of Long Island, it is about 65 miles east of Manhattan, New York). It is a public research university. Stony Brook University is the second highest ranked between the four university centers among the State Universities of New York. It has a total enrollment of more than 22,000 students. State University Of New York at Stony Brook was ranked 136 out of 8300 universities by the London Times Higher Education Supplement.

Altogether there are 32 graduate certificate courses, 119 undergraduate degree programs, about 102 master’s programs, and 40 doctoral programs offered in the Stony Brook campus of the university. If students from economically backward families need tuition assistance, then Stony Brook University calculates the total cost of attendance, and then subtracts the expected family contribution generally based on income, number of children, etc. and determines a student’s real financial need. To pay off for that need, Stony Brook University provides plentiful of private scholarships in a range of disciplines. There are also loans and grants available for the students.

State University of New York at Stony Brook’s was a wonderful picturesque background. It has over 120 buildings on 1100 acres of the beautiful New York woodland. It also has a number of different student’s organizations, including honorary, academic, service oriented, sports and recreation, special interest, media, pre-professional organizations and ethnical organizations. The art gallery gives an unique taste of its diverse art forms by its student alumni.

As far as recreation is concerned, the annual strawberry festival wraps the Stony Brook campus in delicious strawberry, a mixture of food stuffs and humorous costumes. «It’s a difficult, challenging time for us,» said George Boggs, president and CEO of the American Association of Community Colleges. «But in the longer term view, we’ve never seen the image of community colleges as high as it is right now. Overall, I’m optimistic for the future.»No longer the afterthought of higher education, the nation’s 1,200 community, technical and junior colleges enroll more than 6 million students — almost half the nation’s college population. Public colleges’ open-door policies and low fees draw many low-income, first-generation, immigrant and Hispanic students.The economic downturn has pressured both schools and their students, most of whom work long hours. Sinking tax revenues at state and local levels have forced public colleges to cut courses or schedule them around the clock, slash summer sessions, eliminate academic programs and even restrict enrollment.In Detroit, record demand prompted the Wayne County Community College District to cap student enrollment this spring for the first time in its 40-year history. Louisiana’s community and technical colleges, facing a 4.5 percent state budget cut, have slashed 100 academic programs in the past year.A survey of 128 community college systems released last week found that 52 percent reported reductions in their operating budgets this year, a slight improvement over last year’s grim numbers. But those facing cuts face steeper ones: the number of campuses with cuts exceeding 10 percent more than doubled.The crunch leaves little money for remedial education reform, counseling to better prepare students for college’s challenges and other innovations to improve completion rates. Just 35 percent of community college entrants earn a certificate or an associate or bachelor’s degree within six years, estimates say.»You put all these factors together, it’s sort of a perfect storm,» said Michael Kirst, professor emeritus of education and business administration at Stanford University. «One would predict our graduation rates will decline, not increase, from the community colleges. We’ll move backwards.»Consider the challenges facing DeLeon, who like many community college students is trying to become the first in her family to graduate college.When she started at Folsom Lake College outside Sacramento in 2007, DeLeon had no problem finding courses. She finished school by mid-day and went to work. Then the budget crisis struck California.»Now I’m taking a class that ends at 10 o’clock at night,» she said.DeLeon commuted between two different campuses in the Los Rios Community College system — California’s second largest — to get courses she need to finish in time. She persevered: DeLeon will graduate in May and transfer to California State University, Sacramento to pursue a career in juvenile justice.The picture is even bleaker for some schools that rely on local as well as state tax dollars.Montgomery College in Maryland, renowned for its engineering program, is facing a proposed 12 percent cut in county money and $14.5 million less than it requested — the cost of operating one of its three campuses.»Everyone talks about jobs, jobs, jobs,» interim president Hercules Pinkney said. «Well, we’re the ones training the work force. Hopefully that argument will win the day.»The timing couldn’t be worse coming off a record fall enrollment of 26,000, state budget cuts and proposed tuition increases. Nursing student Brenique Lewis devised a strategy for the class crunch: she waits until just before classes start and snatches up vacancies left by students who don’t pay and get dropped.»I was lucky,» said Lewis, 19, a recent immigrant from Jamaica who works part time at a car dealership. «If tuition increases, if there are more cuts, more people are going to drop out.»Community colleges’ latest lesson in economic and political realities came last week, when President Barack Obama signed legislation overhauling the federal student loan program.The law, a centerpiece of Obama’s education agenda, strips banks of their role as middlemen in the loan business and puts the government in charge, saving an estimated $61 million over 10 years.The House version approved last fall called for community colleges to receive $10 billion to help fulfill the White House’s American Graduation Initiative, providing an infusion of federal cash for job training, building projects and initiatives to get more students out the door with degrees or certificates.But because the projected savings from axing the bank subsidies were less than anticipated, community colleges instead will only get $2 billion for job training alone.Most of the money from the overhaul will go to expand the maximum size of Pell grants for needy students, and additional money set aside for Hispanic-serving institutions also will benefit community colleges.Will Holcombe, chancellor of the Florida College System, echoed many of his colleagues by saying he’s happy to come away with something but disappointed in the scaled-down vision.»Federal money and grant money, it seems, are about the only two vehicles we have for innovation these days,» Holcombe said. «Our states are struggling to provide us with just the basic funding.»Frank Chong, the U.S. Department of Education’s deputy assistant secretary for community colleges, said the $2 billion is «something of a down payment» on the graduation initiative.»We need to use those funds to move the cause forward,» said Chong, former president of Laney College, the flagship of California’s Peralta Community College District. «We know our work is not done yet.»Given the economic climate, community colleges’ role in job development is rightly the top priority, said Jamie Merisotis, president of the Indianapolis-based Lumina Foundation for Education, one of several foundations that have invested heavily in community colleges and boosted their profile.Merisotis and others are pushing for accelerated programs to get students through community colleges faster, which would both improve graduation rates and ease space pressures. But, he said, that would require colleges to find money to realign curriculum and give stipends to students so they don’t work so much.For now, community colleges are doing what they’ve always done — more with less.One case in point is Northern Virginia Community College, the setting for Obama’s student loan bill-signing ceremony. (The White House also used the opportunity to announce that Jill Biden, the vice president’s wife and an instructor at the college, will convene a summit on community colleges this fall).The Virginia school has experienced a 23 percent cut in state funding and 24 percent enrollment growth in the past three years. Yet it has expanded online offerings to better combine e-learning with classroom instruction and used its world language program to attract international students who pay higher tuition.»A significant portion of higher education is hunkered down, trying to wait out the storm,» said college president Robert Templin. «We’ve taken the approach that while things will get better, they will never get back to the way they were. Detroit – Over the last several weeks I’ve noticed a substantial increase in the number of loan modification companies being investigated by various government agencies. 

 

All I can say is that it’s about time.

 

Now don’t misinterpret that statement – I believe that loan modifications may be part of a viable solution in getting our country out of the current housing crisis, although it’s too soon to determine their actual long-term effectiveness.

 

I also have nothing against loan modification companies in general nor the people that work at them.  I’ve met or connected with many individuals that are intent on really helping people and do their best to do so.

 Lastly, many homeowners do need some type of assistance as lenders don’t have their best interests in mind when they do loan modifications and many lenders draw the process out seemingly forever.

 

On the other hand, I’ve personally heard many stories from homeowners victimized by loan modification companies, have heard the same stories from mortgage associates and have read many more on the internet.

 

From Subprime to Loan Mods

I predicted over a year ago that loan modification companies would become the new subprime “churn & burn” debacle.  This was triggered by my observations that many local subprime loan originators were flocking to do loan modifications.  I even heard several stories of these originators approaching the same clients they’d put in subprime loans, with offers to now do loan modifications for them.

 

There really is no barrier of entry to do loan modifications.  All you need is a phone and the ability to find clients.  Finding clients is easy with so many homeowners struggling with their mortgage payment.

 

This should all sound familiar as much of it applied to the mortgage industry in general until recently, when state governments started requiring individual licensing of loan originators and the federal government created a national registration system.

 

When Michigan enacted its Loan Officer Registration Act, April 1, 2009, the state expected 10,000 to register based on past data.  To date only 3141 have met the requirements of 24 hours of class time, passed a multiple choice test and background screening.  How many of the unregistered do you think are now using their limited mortgage knowledge to do loan modifications?

 

Desperate People do Desperate Things

One would think that a homeowner, burned by a bad mortgage, would be a bit more cautious when considering a loan modification. 

 

The number of loan mod companies popping up however, prove otherwise.  It’s basic supply and demand – the numbers of these companies wouldn’t be expanding if there weren’t desperate homeowners to support them.

 

So, how do homeowners get burned by these companies?  In no particular order: 

Paying upfront fees for a modification never completed. Being told they’ll get a principal balance reduction, when in reality it rarely happens. Getting approved for a modification that raises their payment or insignificantly lowers it. Following advice to not contact their lenders during the loan mod process, only to get foreclosed on. Not being made fully aware of the possible credit damage, legal issues and tax consequences. 

It’s all boils down to these companies over-promising and under-delivering.

 

What Took the Government So Long to Act?

If I saw this problem coming over a year ago, you’d think the smart people in our government would’ve saw it coming also. 

 

In a recent informal poll of mortgage originators by “Think Big Work Small”, 81% responded that over 50% of those doing loan modifications are “rats”.

 

Unfortunately, just like with the mortgage meltdown and the banking crisis, the government only seems to act after the damage has already been done.  Here’s a list of the agencies currently chasing loan mod companies:

Charges are being filed because of deceptive and/or false advertising (Section 5 of the FTC Act), charging upfront for services before rendered, unlicensed activities, mail fraud, attorney misconduct and several others.

 

Solutions

The Obama administration really needs to step up and address this issue quickly.  The crooks and sharks need to be forced out of the industry to protect homeowners.  Honest professionals also need protection – from overzealous government agencies.  It’d be a real shame if those that were actually doing good things for homeowners were put out of business, fined or jailed. 

 

An easy to implement option would be to allow loan modifications to only be done by licensed mortgage companies and attorneys.  The mechanisms are already in place across the country to control this.

 

A better solution would be for the administration to create a national solution instead of letting all 50 states come up with their individual plans.

Prarthana Kashikar is a technician in biology professor Julie Oxford’s biomolecular research laboratory at Boise State University. She started the position more than two years ago after earning a master’s in biological sciences, though she also has undergraduate and graduate degrees in microbiology and chemistry from Devi Ahilya Vishwavidyalaya Indore, a university in the Madhya Pradesh State of India. In studying birth defects, arthritis and osteoporosis, Kashikar is working with everything from stem cells to zebra fish.

State University Of New York at Stony Brook was founded in 1957 as the State University College on Long Island to educate secondary school teachers for science and mathematics. Near about 100 students enrolled at its beginning. Stony Brook University (SBU), is also known as the ‘State University of New York at Stony Brook (SUNYSB)’ situated in Stony Brook, New York (on the north side of Long Island, it is about 65 miles east of Manhattan, New York). It is a public research university. Stony Brook University is the second highest ranked between the four university centers among the State Universities of New York. It has a total enrollment of more than 22,000 students. State University Of New York at Stony Brook was ranked 136 out of 8300 universities by the London Times Higher Education Supplement.

Altogether there are 32 graduate certificate courses, 119 undergraduate degree programs, about 102 master’s programs, and 40 doctoral programs offered in the Stony Brook campus of the university. If students from economically backward families need tuition assistance, then Stony Brook University calculates the total cost of attendance, and then subtracts the expected family contribution generally based on income, number of children, etc. and determines a student’s real financial need. To pay off for that need, Stony Brook University provides plentiful of private scholarships in a range of disciplines. There are also loans and grants available for the students.

State University of New York at Stony Brook’s was a wonderful picturesque background. It has over 120 buildings on 1100 acres of the beautiful New York woodland. It also has a number of different student’s organizations, including honorary, academic, service oriented, sports and recreation, special interest, media, pre-professional organizations and ethnical organizations. The art gallery gives an unique taste of its diverse art forms by its student alumni.

«It’s a difficult, challenging time for us,» said George Boggs, president and CEO of the American Association of Community Colleges. «But in the longer term view, we’ve never seen the image of community colleges as high as it is right now. Overall, I’m optimistic for the future.»No longer the afterthought of higher education, the nation’s 1,200 community, technical and junior colleges enroll more than 6 million students — almost half the nation’s college population. Public colleges’ open-door policies and low fees draw many low-income, first-generation, immigrant and Hispanic students.The economic downturn has pressured both schools and their students, most of whom work long hours. Sinking tax revenues at state and local levels have forced public colleges to cut courses or schedule them around the clock, slash summer sessions, eliminate academic programs and even restrict enrollment.In Detroit, record demand prompted the Wayne County Community College District to cap student enrollment this spring for the first time in its 40-year history. Louisiana’s community and technical colleges, facing a 4.5 percent state budget cut, have slashed 100 academic programs in the past year.A survey of 128 community college systems released last week found that 52 percent reported reductions in their operating budgets this year, a slight improvement over last year’s grim numbers. But those facing cuts face steeper ones: the number of campuses with cuts exceeding 10 percent more than doubled.The crunch leaves little money for remedial education reform, counseling to better prepare students for college’s challenges and other innovations to improve completion rates. Nursing student Brenique Lewis devised a strategy for the class crunch: she waits until just before classes start and snatches up vacancies left by students who don’t pay and get dropped.»I was lucky,» said Lewis, 19, a recent immigrant from Jamaica who works part time at a car dealership. «If tuition increases, if there are more cuts, more people are going to drop out.»Community colleges’ latest lesson in economic and political realities came last week, when President Barack Obama signed legislation overhauling the federal student loan program.The law, a centerpiece of Obama’s education agenda, strips banks of their role as middlemen in the loan business and puts the government in charge, saving an estimated $61 million over 10 years.The House version approved last fall called for community colleges to receive $10 billion to help fulfill the White House’s American Graduation Initiative, providing an infusion of federal cash for job training, building projects and initiatives to get more students out the door with degrees or certificates.But because the projected savings from axing the bank subsidies were less than anticipated, community colleges instead will only get $2 billion for job training alone.Most of the money from the overhaul will go to expand the maximum size of Pell grants for needy students, and additional money set aside for Hispanic-serving institutions also will benefit community colleges.Will Holcombe, chancellor of the Florida College System, echoed many of his colleagues by saying he’s happy to come away with something but disappointed in the scaled-down vision.»Federal money and grant money, it seems, are about the only two vehicles we have for innovation these days,» Holcombe said. «Our states are struggling to provide us with just the basic funding.»Frank Chong, the U.S. Department of Education’s deputy assistant secretary for community colleges, said the $2 billion is «something of a down payment» on the graduation initiative.»We need to use those funds to move the cause forward,» said Chong, former president of Laney College, the flagship of California’s Peralta Community College District. «We know our work is not done yet.»Given the economic climate, community colleges’ role in job development is rightly the top priority, said Jamie Merisotis, president of the Indianapolis-based Lumina Foundation for Education, one of several foundations that have invested heavily in community colleges and boosted their profile.Merisotis and others are pushing for accelerated programs to get students through community colleges faster, which would both improve graduation rates and ease space pressures. But, he said, that would require colleges to find money to realign curriculum and give stipends to students so they don’t work so much.For now, community colleges are doing what they’ve always done — more with less.One case in point is Northern Virginia Community College, the setting for Obama’s student loan bill-signing ceremony. (The White House also used the opportunity to announce that Jill Biden, the vice president’s wife and an instructor at the college, will convene a summit on community colleges this fall).The Virginia school has experienced a 23 percent cut in state funding and 24 percent enrollment growth in the past three years. Yet it has expanded online offerings to better combine e-learning with classroom instruction and used its world language program to attract international students who pay higher tuition.»A significant portion of higher education is hunkered down, trying to wait out the storm,» said college president Robert Templin. «We’ve taken the approach that while things will get better, they will never get back to the way they were. Detroit – Over the last several weeks I’ve noticed a substantial increase in the number of loan modification companies being investigated by various government agencies. 

 

All I can say is that it’s about time.

 

Now don’t misinterpret that statement – I believe that loan modifications may be part of a viable solution in getting our country out of the current housing crisis, although it’s too soon to determine their actual long-term effectiveness.

 

I also have nothing against loan modification companies in general nor the people that work at them.  I’ve met or connected with many individuals that are intent on really helping people and do their best to do so.

 Lastly, many homeowners do need some type of assistance as lenders don’t have their best interests in mind when they do loan modifications and many lenders draw the process out seemingly forever.

 

On the other hand, I’ve personally heard many stories from homeowners victimized by loan modification companies, have heard the same stories from mortgage associates and have read many more on the internet.

 

From Subprime to Loan Mods

I predicted over a year ago that loan modification companies would become the new subprime “churn & burn” debacle.  This was triggered by my observations that many local subprime loan originators were flocking to do loan modifications.  I even heard several stories of these originators approaching the same clients they’d put in subprime loans, with offers to now do loan modifications for them.

 

There really is no barrier of entry to do loan modifications.  All you need is a phone and the ability to find clients.  Finding clients is easy with so many homeowners struggling with their mortgage payment.

 

This should all sound familiar as much of it applied to the mortgage industry in general until recently, when state governments started requiring individual licensing of loan originators and the federal government created a national registration system.

 

When Michigan enacted its Loan Officer Registration Act, April 1, 2009, the state expected 10,000 to register based on past data.  To date only 3141 have met the requirements of 24 hours of class time, passed a multiple choice test and background screening.  How many of the unregistered do you think are now using their limited mortgage knowledge to do loan modifications?

 

Desperate People do Desperate Things

One would think that a homeowner, burned by a bad mortgage, would be a bit more cautious when considering a loan modification. 

 

The number of loan mod companies popping up however, prove otherwise.  It’s basic supply and demand – the numbers of these companies wouldn’t be expanding if there weren’t desperate homeowners to support them.

 

So, how do homeowners get burned by these companies?  In no particular order: 

Paying upfront fees for a modification never completed. Being told they’ll get a principal balance reduction, when in reality it rarely happens. Getting approved for a modification that raises their payment or insignificantly lowers it. Following advice to not contact their lenders during the loan mod process, only to get foreclosed on. Not being made fully aware of the possible credit damage, legal issues and tax consequences. 

It’s all boils down to these companies over-promising and under-delivering.

 

What Took the Government So Long to Act?

If I saw this problem coming over a year ago, you’d think the smart people in our government would’ve saw it coming also. 

 

In a recent informal poll of mortgage originators by “Think Big Work Small”, 81% responded that over 50% of those doing loan modifications are “rats”.

 

Unfortunately, just like with the mortgage meltdown and the banking crisis, the government only seems to act after the damage has already been done.  Here’s a list of the agencies currently chasing loan mod companies:

Charges are being filed because of deceptive and/or false advertising (Section 5 of the FTC Act), charging upfront for services before rendered, unlicensed activities, mail fraud, attorney misconduct and several others.

 

Solutions

The Obama administration really needs to step up and address this issue quickly.  The crooks and sharks need to be forced out of the industry to protect homeowners.  Honest professionals also need protection – from overzealous government agencies.  It’d be a real shame if those that were actually doing good things for homeowners were put out of business, fined or jailed. 

 

An easy to implement option would be to allow loan modifications to only be done by licensed mortgage companies and attorneys.  The mechanisms are already in place across the country to control this.

 

A better solution would be for the administration to create a national solution instead of letting all 50 states come up with their individual plans.

State University Of New York at Stony Brook was founded in 1957 as the State University College on Long Island to educate secondary school teachers for science and mathematics. Near about 100 students enrolled at its beginning. Stony Brook University (SBU), is also known as the ‘State University of New York at Stony Brook (SUNYSB)’ situated in Stony Brook, New York (on the north side of Long Island, it is about 65 miles east of Manhattan, New York). It is a public research university. Stony Brook University is the second highest ranked between the four university centers among the State Universities of New York. It has a total enrollment of more than 22,000 students. State University Of New York at Stony Brook was ranked 136 out of 8300 universities by the London Times Higher Education Supplement.

Altogether there are 32 graduate certificate courses, 119 undergraduate degree programs, about 102 master’s programs, and 40 doctoral programs offered in the Stony Brook campus of the university. If students from economically backward families need tuition assistance, then Stony Brook University calculates the total cost of attendance, and then subtracts the expected family contribution generally based on income, number of children, etc. and determines a student’s real financial need. To pay off for that need, Stony Brook University provides plentiful of private scholarships in a range of disciplines. There are also loans and grants available for the students.

State University of New York at Stony Brook’s was a wonderful picturesque background. It has over 120 buildings on 1100 acres of the beautiful New York woodland. It also has a number of different student’s organizations, including honorary, academic, service oriented, sports and recreation, special interest, media, pre-professional organizations and ethnical organizations. The art gallery gives an unique taste of its diverse art forms by its student alumni.

As far as recreation is concerned, the annual strawberry festival wraps the Stony Brook campus in delicious strawberry, a mixture of food stuffs and humorous costumes. With a varied taste of Educational excellence and co-curricular activities, the students get to see the real phase of life thus making their future life secure with real life experiences and a highly renowned world class degree.

«It’s a difficult, challenging time for us,» said George Boggs, president and CEO of the American Association of Community Colleges. «But in the longer term view, we’ve never seen the image of community colleges as high as it is right now. Overall, I’m optimistic for the future.»No longer the afterthought of higher education, the nation’s 1,200 community, technical and junior colleges enroll more than 6 million students — almost half the nation’s college population. Public colleges’ open-door policies and low fees draw many low-income, first-generation, immigrant and Hispanic students.The economic downturn has pressured both schools and their students, most of whom work long hours. Sinking tax revenues at state and local levels have forced public colleges to cut courses or schedule them around the clock, slash summer sessions, eliminate academic programs and even restrict enrollment.In Detroit, record demand prompted the Wayne County Community College District to cap student enrollment this spring for the first time in its 40-year history. Louisiana’s community and technical colleges, facing a 4.5 percent state budget cut, have slashed 100 academic programs in the past year.A survey of 128 community college systems released last week found that 52 percent reported reductions in their operating budgets this year, a slight improvement over last year’s grim numbers. But those facing cuts face steeper ones: the number of campuses with cuts exceeding 10 percent more than doubled.The crunch leaves little money for remedial education reform, counseling to better prepare students for college’s challenges and other innovations to improve completion rates. Nursing student Brenique Lewis devised a strategy for the class crunch: she waits until just before classes start and snatches up vacancies left by students who don’t pay and get dropped.»I was lucky,» said Lewis, 19, a recent immigrant from Jamaica who works part time at a car dealership. «If tuition increases, if there are more cuts, more people are going to drop out.»Community colleges’ latest lesson in economic and political realities came last week, when President Barack Obama signed legislation overhauling the federal student loan program.The law, a centerpiece of Obama’s education agenda, strips banks of their role as middlemen in the loan business and puts the government in charge, saving an estimated $61 million over 10 years.The House version approved last fall called for community colleges to receive $10 billion to help fulfill the White House’s American Graduation Initiative, providing an infusion of federal cash for job training, building projects and initiatives to get more students out the door with degrees or certificates.But because the projected savings from axing the bank subsidies were less than anticipated, community colleges instead will only get $2 billion for job training alone.Most of the money from the overhaul will go to expand the maximum size of Pell grants for needy students, and additional money set aside for Hispanic-serving institutions also will benefit community colleges.Will Holcombe, chancellor of the Florida College System, echoed many of his colleagues by saying he’s happy to come away with something but disappointed in the scaled-down vision.»Federal money and grant money, it seems, are about the only two vehicles we have for innovation these days,» Holcombe said. «Our states are struggling to provide us with just the basic funding.»Frank Chong, the U.S. Department of Education’s deputy assistant secretary for community colleges, said the $2 billion is «something of a down payment» on the graduation initiative.»We need to use those funds to move the cause forward,» said Chong, former president of Laney College, the flagship of California’s Peralta Community College District. «We know our work is not done yet.»Given the economic climate, community colleges’ role in job development is rightly the top priority, said Jamie Merisotis, president of the Indianapolis-based Lumina Foundation for Education, one of several foundations that have invested heavily in community colleges and boosted their profile.Merisotis and others are pushing for accelerated programs to get students through community colleges faster, which would both improve graduation rates and ease space pressures. But, he said, that would require colleges to find money to realign curriculum and give stipends to students so they don’t work so much.For now, community colleges are doing what they’ve always done — more with less.One case in point is Northern Virginia Community College, the setting for Obama’s student loan bill-signing ceremony. (The White House also used the opportunity to announce that Jill Biden, the vice president’s wife and an instructor at the college, will convene a summit on community colleges this fall).The Virginia school has experienced a 23 percent cut in state funding and 24 percent enrollment growth in the past three years. Yet it has expanded online offerings to better combine e-learning with classroom instruction and used its world language program to attract international students who pay higher tuition.»A significant portion of higher education is hunkered down, trying to wait out the storm,» said college president Robert Templin. «We’ve taken the approach that while things will get better, they will never get back to the way they were. The federal Department of Veterans Affairs has approved $20 million in funding to convert an unused building at the West Los Angeles VA campus into therapeutic housing for chronically homeless veterans -- a plan that has been years in the making.

The action was jointly announced Monday by U.S. Sen. Dianne Feinstein (D-Calif.), U.S. Rep. Henry A. Waxman (D-Beverly Hills) and Los Angeles County Supervisor Zev Yaroslavsky.

Yaroslavsky said the commitment marked a milestone that "has been a long time coming."

He credited Santa Monica Mayor Bobby Shriver with suggesting in 2004 that three unused or underused buildings on the campus be converted to help ease the county's homeless veteran problem. Los Angeles County has nearly 6,540 homeless veterans sleeping on the streets each night, according to the statement from Feinstein, Waxman and Yaroslavsky.

Shriver and others grew frustrated as the VA engaged in a long, drawn-out process of securing funding to convert the buildings, coupled with what seemed to be little enthusiasm for the idea. Nudging from Feinstein, Waxman and Yaroslavsky helped pushed the project forward.

At a June 16 meeting in Washington, VA Secretary Eric K. Shinseki committed $20 million in funding to renovate and rehabilitate Building 209. Of that amount, half would go toward seismic work, with the rest of the funds being used to convert the building into living quarters and facilities for social services.

Yaroslavsky said the aim was to eventually secure additional funding to convert two other buildings. He projected that 70 to 90 chronically homeless veterans could eventually be housed in each of the buildings.

"We finally got to first base," Shriver said. "But I want to get to second, third and home base asap."

The program would offer housing with medical care, mental health treatment and other services to those deemed most vulnerable.

The academies bill is divisive and dangerous

As I listened to Michael Gove's flimsy defence of the academies bill on Monday, I realised that this was not the first time over the past few months that I had rather envied the Conservatives their ideology. Ideology has been on extended vacation for the centre-left. It's a shame. A bit more raw ideology under New Labour and perhaps after thirteen years in power we would have at least been able to say that we had narrowed the gap between rich and poor.

The problem is of course that Conservative (and now apparently Liberal Democrat) ideology is anchored in market, not human, values. Kindness, co-operation, equality and democracy are subjugated to competition, individualism and acquisition, resulting in a civic poverty that gnaws away at the quality of our lives and the fabric of our communities.

Nowhere is this more obvious than the coalition's flagship education legislation, the academies b ill, passing this week through the commons. Labour would not appear to be on firm ground for indignant opposition. For the architects of academies to oppose their expansion requires a delicate dance around a series of elephant traps. But as the intention and implications of the academies bill have come into focus so too have the principled and consistent grounds for Labour opposition.

New Labour's academies policy was based on dubious theories of how to improve teaching and learning and had decidedly mixed results. That it would splinter local co-operation and diminish accountability were concerns from the start. But it was not driven by an unquestioning veneration of market mechanisms, so much as a (mistaken) belief that different structures and governance models could raise standards in our most disadvantaged schools.

The academies bill turns this principle on its head. The new idea is that all schools should become academies, funded directly by central government, ‘free' from local authority control and able to determine, amongst other things, who they admit, the curriculum they offer and staff pay and conditions. The mantra is that parents should have maximum choice and so, in addition, where they are dissatisfied with what is on offer locally they can now simply go ahead and set up their own school - so-called ‘free schools'.

Extra resources that under the previous academies programme had been diverted to struggling schools will now go to fund an ideologically-driven policy experiment in deregulation and marketisation. The coalition say that their approach will raise standards and continue to help struggling schools. But the logic here is flawed, when only outstanding schools can be fast-tracked to academy status. If schools have flourished under existing structures why use the promise of additional resources and ‘freedoms' to tempt them to put their hard-earned success at risk? Those resources would be better spent on targeted support for schools that most need it.

The USA and Sweden, where similar policies have been tried, give us a glimpse of the future under an academies landscape. Not only is there evidence of falling standards in both countries, recent studies have also pointed to greater racial and socio-economic segregation between schools, as well as greater differentiation in attainment between children from different backgrounds.

Just last month, Swedish education minister Bertil Ostberg, warned the UK against adopting his country's free schools model, stating:

"We have actually seen a fall in the quality of Swedish schools since the free schools were introduced. The free schools are generally attended by children of better educated and wealthy families, making things even more difficult for children attending ordinary schools in poor areas."

Earlier this year the University of California published a report entitled ‘Choice without Equity', which found that charter schools "continue to stratify students by race, class, and possibly language, and are more racially isolated than traditional public schools in virtually every state and large metropolitan area in the country". Meanwhile, Stanford University published the first national assessment of charter schools and found that "37% deliver learning results that are significantly worse than their students would have realised had they remained in traditional public schools" while nearly half were no different.

So the coalition moves on to arguments about localism and increasing choice and accountability for parents. But who is really empowered by the new arrangements? Sponsors in the form of businesses, faith groups and other private interest groups will negotiate contracts for running schools with a remote government department not with local communities or councillors accountable at the ballot box. Governing bodies will have a central role, but their statutory responsibilities extend primarily to Whitehall and their sponsor, not to parents or the wider community.

In fact, parents are not mentioned once in the academies bill and there is no requirement for schools to consult them before converting. Once a school becomes an academy it actually becomes less accountable to parents. While maintained schools are required to have at least three parent governors, academies must have only one. In fact, academies only have to have three governors in total; hardly a model of accountability to the local community when at the same time the role of the only democratically elected local body has been kicked away at the knees.

Meanwhile, the ability of local authorities to plan for and support fairness and excellence across the board will be gradually whittled away. Vital services provided centrally by education authorities for all local schools and particularly valued by those serving disadvantaged catchments, such as educational welfare, ethnic minority achievement and special educational needs will become unviable as budgets are dispersed.

With campaigns to protect local schools already springing up across the country, it is clear that parents know that the academies bill is a confidence trick. A MORI poll earlier this year found that 95% of the general public were opposed to external organisations running schools. Parents value the existing cooperation and democratic accountability that help all schools in their area to flourish. They know that a free-market in education that sets school against school, by definition means winners and losers, and that the losers may be their children.

Markets have a multiplier effect - that is why they work so well in business and are so ill-suited to the realm of public services. They do not redress the different resources and capabilities that people bring to the table, they amplify them. The superior social capital of the better-off mean that an educational market simply becomes a mechanism for them to bequeath their advantages to the next generation and create a kind of social closure. What is more, parents are forced to behave as consumers rather than citizens, pursuing relative advantage rather than the common good and in the process eroding social cohesion and co-operation.

This take on markets may be rooted in certain principles and, yes, ideals, but it is also firmly supported by the evidence. A report from the Danish Technological Institute which examined a range of international evidence on attainment found that: "More differentiated school systems are associated with higher variance in student performance. Less differentiated, more comprehensive schools systems are more efficient in adjusting for students' socio-economic background and thus in providing equal learning opportunities for students."

There is much to be said for giving schools and teachers more freedom and easing the demands of a stifling curriculum. But such reforms can be achieved without forcing schools to compete with each other. Worse, the perennial obsession with structures diverts energy and attention away from the more pressing questions that need to be addressed if we are to transform educational outcomes - how we create conditions in which the full spectrum of children's talents can be released; how we rediscover education as journey as well as destination.

There is an Abraham Lincoln quote that some 150 years on seems rather apposite to Labour's current predicament:

"The dogmas of the quiet past are inadequate to the stormy present. The occasion is piled high with difficulty, and we must rise - with the occasion. As our case is new, so we must think anew, and act anew. We must disenthrall ourselves, and then we shall save our country."

Thinking anew about how we reinvigorate public services in the name of those they serve, means disenthralling ourselves once and for all with market solutions that reproduce social (dis)advantage and undermine community; and ‘re-enthralling' ourselves with notions of shared purpose, collective responsibility, democracy and equality, which benefit us all. To this end, we can only hope that governors, parents and communities unite to ensure that academies and free schools are rejected locally, and that this misconceived policy becomes no more than a foot-note in the history of our comprehensive education system.

Sinking tax revenues at state and local levels have forced public colleges to cut courses or schedule them around the clock, slash summer sessions, eliminate academic programs and even restrict enrollment.In Detroit, record demand prompted the Wayne County Community College District to cap student enrollment this spring for the first time in its 40-year history. Louisiana’s community and technical colleges, facing a 4.5 percent state budget cut, have slashed 100 academic programs in the past year.A survey of 128 community college systems released last week found that 52 percent reported reductions in their operating budgets this year, a slight improvement over last year’s grim numbers. But those facing cuts face steeper ones: the number of campuses with cuts exceeding 10 percent more than doubled.The crunch leaves little money for remedial education reform, counseling to better prepare students for college’s challenges and other innovations to improve completion rates. Just 35 percent of community college entrants earn a certificate or an associate or bachelor’s degree within six years, estimates say.»You put all these factors together, it’s sort of a perfect storm,» said Michael Kirst, professor emeritus of education and business administration at Stanford University. «One would predict our graduation rates will decline, not increase, from the community colleges. Then the budget crisis struck California.»Now I’m taking a class that ends at 10 o’clock at night,» she said.DeLeon commuted between two different campuses in the Los Rios Community College system — California’s second largest — to get courses she need to finish in time. She persevered: DeLeon will graduate in May and transfer to California State University, Sacramento to pursue a career in juvenile justice.The picture is even bleaker for some schools that rely on local as well as state tax dollars.Montgomery College in Maryland, renowned for its engineering program, is facing a proposed 12 percent cut in county money and $14.5 million less than it requested — the cost of operating one of its three campuses.»Everyone talks about jobs, jobs, jobs,» interim president Hercules Pinkney said. «Well, we’re the ones training the work force. Hopefully that argument will win the day.»The timing couldn’t be worse coming off a record fall enrollment of 26,000, state budget cuts and proposed tuition increases. Nursing student Brenique Lewis devised a strategy for the class crunch: she waits until just before classes start and snatches up vacancies left by students who don’t pay and get dropped.»I was lucky,» said Lewis, 19, a recent immigrant from Jamaica who works part time at a car dealership. «If tuition increases, if there are more cuts, more people are going to drop out.»Community colleges’ latest lesson in economic and political realities came last week, when President Barack Obama signed legislation overhauling the federal student loan program.The law, a centerpiece of Obama’s education agenda, strips banks of their role as middlemen in the loan business and puts the government in charge, saving an estimated $61 million over 10 years.The House version approved last fall called for community colleges to receive $10 billion to help fulfill the White House’s American Graduation Initiative, providing an infusion of federal cash for job training, building projects and initiatives to get more students out the door with degrees or certificates.But because the projected savings from axing the bank subsidies were less than anticipated, community colleges instead will only get $2 billion for job training alone.Most of the money from the overhaul will go to expand the maximum size of Pell grants for needy students, and additional money set aside for Hispanic-serving institutions also will benefit community colleges.Will Holcombe, chancellor of the Florida College System, echoed many of his colleagues by saying he’s happy to come away with something but disappointed in the scaled-down vision.»Federal money and grant money, it seems, are about the only two vehicles we have for innovation these days,» Holcombe said. «Our states are struggling to provide us with just the basic funding.»Frank Chong, the U.S. Department of Education’s deputy assistant secretary for community colleges, said the $2 billion is «something of a down payment» on the graduation initiative.»We need to use those funds to move the cause forward,» said Chong, former president of Laney College, the flagship of California’s Peralta Community College District. «We know our work is not done yet.»Given the economic climate, community colleges’ role in job development is rightly the top priority, said Jamie Merisotis, president of the Indianapolis-based Lumina Foundation for Education, one of several foundations that have invested heavily in community colleges and boosted their profile.Merisotis and others are pushing for accelerated programs to get students through community colleges faster, which would both improve graduation rates and ease space pressures. Prarthana Kashikar is a technician in biology professor Julie Oxford’s biomolecular research laboratory at Boise State University. She started the position more than two years ago after earning a master’s in biological sciences, though she also has undergraduate and graduate degrees in microbiology and chemistry from Devi Ahilya Vishwavidyalaya Indore, a university in the Madhya Pradesh State of India. In studying birth defects, arthritis and osteoporosis, Kashikar is working with everything from stem cells to zebra fish.

State University Of New York at Stony Brook was founded in 1957 as the State University College on Long Island to educate secondary school teachers for science and mathematics. Near about 100 students enrolled at its beginning. «It’s a difficult, challenging time for us,» said George Boggs, president and CEO of the American Association of Community Colleges. «But in the longer term view, we’ve never seen the image of community colleges as high as it is right now. Overall, I’m optimistic for the future.»No longer the afterthought of higher education, the nation’s 1,200 community, technical and junior colleges enroll more than 6 million students — almost half the nation’s college population. Public colleges’ open-door policies and low fees draw many low-income, first-generation, immigrant and Hispanic students.The economic downturn has pressured both schools and their students, most of whom work long hours. Sinking tax revenues at state and local levels have forced public colleges to cut courses or schedule them around the clock, slash summer sessions, eliminate academic programs and even restrict enrollment.In Detroit, record demand prompted the Wayne County Community College District to cap student enrollment this spring for the first time in its 40-year history. Louisiana’s community and technical colleges, facing a 4.5 percent state budget cut, have slashed 100 academic programs in the past year.A survey of 128 community college systems released last week found that 52 percent reported reductions in their operating budgets this year, a slight improvement over last year’s grim numbers. But those facing cuts face steeper ones: the number of campuses with cuts exceeding 10 percent more than doubled.The crunch leaves little money for remedial education reform, counseling to better prepare students for college’s challenges and other innovations to improve completion rates. Just 35 percent of community college entrants earn a certificate or an associate or bachelor’s degree within six years, estimates say.»You put all these factors together, it’s sort of a perfect storm,» said Michael Kirst, professor emeritus of education and business administration at Stanford University. «One would predict our graduation rates will decline, not increase, from the community colleges. We’ll move backwards.»Consider the challenges facing DeLeon, who like many community college students is trying to become the first in her family to graduate college.When she started at Folsom Lake College outside Sacramento in 2007, DeLeon had no problem finding courses. She finished school by mid-day and went to work. Then the budget crisis struck California.»Now I’m taking a class that ends at 10 o’clock at night,» she said.DeLeon commuted between two different campuses in the Los Rios Community College system — California’s second largest — to get courses she need to finish in time. She persevered: DeLeon will graduate in May and transfer to California State University, Sacramento to pursue a career in juvenile justice.The picture is even bleaker for some schools that rely on local as well as state tax dollars.Montgomery College in Maryland, renowned for its engineering program, is facing a proposed 12 percent cut in county money and $14.5 million less than it requested — the cost of operating one of its three campuses.»Everyone talks about jobs, jobs, jobs,» interim president Hercules Pinkney said. «Well, we’re the ones training the work force. Hopefully that argument will win the day.»The timing couldn’t be worse coming off a record fall enrollment of 26,000, state budget cuts and proposed tuition increases. Nursing student Brenique Lewis devised a strategy for the class crunch: she waits until just before classes start and snatches up vacancies left by students who don’t pay and get dropped.»I was lucky,» said Lewis, 19, a recent immigrant from Jamaica who works part time at a car dealership. «If tuition increases, if there are more cuts, more people are going to drop out.»Community colleges’ latest lesson in economic and political realities came last week, when President Barack Obama signed legislation overhauling the federal student loan program.The law, a centerpiece of Obama’s education agenda, strips banks of their role as middlemen in the loan business and puts the government in charge, saving an estimated $61 million over 10 years.The House version approved last fall called for community colleges to receive $10 billion to help fulfill the White House’s American Graduation Initiative, providing an infusion of federal cash for job training, building projects and initiatives to get more students out the door with degrees or certificates.But because the projected savings from axing the bank subsidies were less than anticipated, community colleges instead will only get $2 billion for job training alone.Most of the money from the overhaul will go to expand the maximum size of Pell grants for needy students, and additional money set aside for Hispanic-serving institutions also will benefit community colleges.Will Holcombe, chancellor of the Florida College System, echoed many of his colleagues by saying he’s happy to come away with something but disappointed in the scaled-down vision.»Federal money and grant money, it seems, are about the only two vehicles we have for innovation these days,» Holcombe said. «Our states are struggling to provide us with just the basic funding.»Frank Chong, the U.S. Department of Education’s deputy assistant secretary for community colleges, said the $2 billion is «something of a down payment» on the graduation initiative.»We need to use those funds to move the cause forward,» said Chong, former president of Laney College, the flagship of California’s Peralta Community College District. «We know our work is not done yet.»Given the economic climate, community colleges’ role in job development is rightly the top priority, said Jamie Merisotis, president of the Indianapolis-based Lumina Foundation for Education, one of several foundations that have invested heavily in community colleges and boosted their profile.Merisotis and others are pushing for accelerated programs to get students through community colleges faster, which would both improve graduation rates and ease space pressures. But, he said, that would require colleges to find money to realign curriculum and give stipends to students so they don’t work so much.For now, community colleges are doing what they’ve always done — more with less.One case in point is Northern Virginia Community College, the setting for Obama’s student loan bill-signing ceremony. (The White House also used the opportunity to announce that Jill Biden, the vice president’s wife and an instructor at the college, will convene a summit on community colleges this fall).The Virginia school has experienced a 23 percent cut in state funding and 24 percent enrollment growth in the past three years. Yet it has expanded online offerings to better combine e-learning with classroom instruction and used its world language program to attract international students who pay higher tuition.»A significant portion of higher education is hunkered down, trying to wait out the storm,» said college president Robert Templin. «We’ve taken the approach that while things will get better, they will never get back to the way they were. It has mobilized policy-makers, principals and teachers to create the conditions that are needed to help schools meet high standards of excellence, and it has unleashed waves of creativity to reach that goal. Each state has taken its own unique route, yet the objective is common.

While not all states enacted the big changes we saw in states like Colorado, New York, Louisiana, and Rhode Island, the gains are nonetheless significant. Some states enacted solid reforms that are not revolutionary but take critical steps toward better teacher training and learning. Almost every state, with just a few exceptions, began to re-examine its education policies.

 

That process is ongoing and will not end with the announcement of the Round 2 finalists today or with the announcement of Round 2 winners in September. States and districts, teachers and parents, are still learning from each other about what's possible, from both a political and policy perspective.

 

Our education system didn't break overnight, and it will take more than one federal program and more than one 4-year grant cycle to fix it. What is indisputable, however, is that Race to the Top has put wind in the sails of the education reform movement and, in just a year and a half, has accelerated the pace of change more than any other past federal effort and much more than most of us dreamed possible.

 

Some examples of actions states took on RttT in Round 2:

 

Arizona: It may not be enough to get the state to the finalist level in Round 2 but Arizona, which scored dead last in Round 1, came back with two significant actions in response to criticisms of inadequate education funding and weak policies:  1) On May 10th the Governor signed into law SB 1040 after the state legislature approved a new framework for teacher and principal evaluation based in part on student academic progress; 2) On May 18th , Arizona voters passed Proposition 100, a one cent sales tax increase, preventing $555 million in funding cuts to public schools.

Colorado: Passage of Senator Mike Johnston's (D-Denver) teacher evaluation and tenure reform bill (SB 191) on the last day of Colorado's legislative session in May was largely seen as consecutive years could have tenure suspended. Supporters included the state NAACP, Stand for Children, DFER-Colorado, the American Federation of Teachers, Denver Chamber of Commerce, A+ Denver, and Padres & Jóvenes Unidos.

 

Connecticut: Connecticut, which ranked 25th in Round 1, took a significant step forward on school reform on May 5th, when it passed SB 438 which will require every district to evaluate teachers based on their students' achievement; establish a data system that links students to their teachers and teachers to their training programs; create new pathways for talented classroom teachers to become principals; and eliminate caps on the number of seats allowed in high-performing public charter schools.

 

Florida: In Florida, a deal between Governor Crist and teachers' unions on a new teacher evaluation and merit pay system was announced on May 5th, just weeks after the governor's veto on April 15th of the legislature's own evaluation and tenure reform bill. The plan, like the vetoed bill, would base at least 50 percent of teacher evaluations on student achievement growth, phased in over several years and would tie teacher pay, in part, to those evaluations.

 

Illinois: The state passed a new law on May 28th that strengthens standards for certification of principals and principal preparation programs. This comes on top of a strong Round 1 application with new and robust teacher evaluation and charter school policies, which earned the state 5th place. Despite not weakening its application in between Round 1 and 2, the state garnered the support of 222 additional school districts, bringing the total to 590.

 

New York: On May 28th, just days before the June 1st filing deadline, the state passed three new laws:  1) a new evaluation system designed to measure teacher and principal effectiveness based on performance, including measures of student achievement; 2) a doubling of the cap on public charter schools from 200 to 460, while at the same time setting tougher accountability criteria; 3) a new state longitudinal, comprehensive data system.

 

New York is home to some of the best public charter schools in the nation, such as Harlem Success Academy (6,000 students on waiting lists) which research shows is closing achievement gaps with districts like Scarsdale without "creaming" the best students, and Geoffrey Canada's Harlem Children's Zone, which is a national model for a "wraparound," neighborhood-centered approach to education and social services.

Oklahoma: The state passed strong legislation right before the June 1 deadline that requires districts to restructure the most chronically low-performing schools and gives local school boards more autonomy and power to do so. 

Rhode Island:  On June 10th the state set into law a new formula that will more equitably dole out money to public schools based on the number of poor students enrolled.  The lack of such a formula was a key reason Rhode Island lost points in Round 1. The Ocean State passed a number of key policy reforms prior to Round 1.

The Fundamentals

 

The American Recovery and Reinvestment Act (ARRA) allotted $4.35 billion in the federal Race to the Top grant competition. Only 2 states - Delaware ($100 million) and Tennessee  ($500 million – received grants in Round 1.

 

41 states, including the District of Columbia, applied to Round 1 of Race to the Top.

 

36 states, including the District of Columbia, applied to Round 2 of Race to the Top.

 

Only 4 states sat out both rounds of the federal competition: Texas, Alaska, North Dakota and Vermont.

 

23 states have passed reform laws in hopes of getting a piece of the prize money.

Standards and Assessments

 

48 states have signed on to the Common Core Standards Initiatives.

 

Assessments: 

 

Three consortia are competing for the $350 million in Race to the Top funding to develop new tests tied to college and career ready standards that move beyond the crude "fill-in-the-bubble" approaches most states use now.

26 states have joined together to create the Partnership for the Assessment of Readiness for College and Careers (PARCC or Partnership). 

 

The 26 PARCC states educate over 60 percent of the K-12 students in the United States 

 

Public Charter Schools

 

At least 13 states – Connecticut, Delaware, Illinois, Indiana, Iowa, Louisiana, Massachusetts, Michigan, Mississippi, New York, Rhode Island, Tennessee, and Utah – have altered laws or policies to create or expand the number of public charter schools.

 

Teacher Quality

 

5 of the 6 states that had "firewalls" barring student achievement data from being used in teacher evaluations repealed those laws: California, Wisconsin, Nevada, Maine, and Indiana.  (New York simply let its law expire.)

 

At least 11 states – Arizona, Colorado, Connecticut, Delaware, Illinois, Louisiana, Maryland, New York, Ohio, Oklahoma, and Tennessee – have enacted legislation that requires student achievement data to be used in teacher evaluation or tenure decisions.
